A CSI Policy Brief
Good jobs pay wages that support families, provide access to affordable healthcare, and enable career advancement. Yet, in an era of increased competitiveness from globalizing markets and rapid technological innovation, high quality jobs are often elusive. The problem is twofold; states lack a skilled workforce to staff such jobs and they lack the innovative companies that would provide them.
In this context, states have responded with two complementary policy approaches: sector and cluster strategies.
