At the request of the Rendell Administration, CSI organized a Policy Briefing with Senior Staff from the Pennsylvania Departments of Transportation and Environmental Protection. CSI brought a national expert from CNT to the briefing, which focused on Congestion Mitigation and Air Quality (CMAQ) funding in Pennsylvania and how state officials might best draw down additional federal funding from the US Department of Transportation by leveraging new construction funding passed under Pennsylvania Act 44 of 2007. CSI also discussed innovative approaches such as location efficient mortgages, telecommuting, and early preparation for the federal energy bill. At the request of the Pennsylvania Policy Director, CSI also developed a memo on progressive private financing and ownership of infrastructure.
