Purpose of Meeting
To assist Iowa policymakers with the implementation of efficiency and cost savings reforms in several key areas related to Executive Order 20 (EO20) signed by Governor Culver in December 2009 and Senate File 2088 (SF2088) signed by Governor Culver in March 2010. Sessions will be focused on three general areas of implementation:
·         Enterprise-wide IT consolidation
·         Institutionalizing efficiency/performance reviews in state government
·         Efficiency/Performance Budgeting in higher education systems
 
Invitees to these sessions include representatives from the Governor’s Office, Department of Management, Department of Administrative Services, Board of Regents, and individuals with content expertise recruited by the Center for State Innovation (CSI). The participation of agency CIO’S and other agency staff engaged in implementing EO 20 and SF 2088 is also encouraged and essential for the day to be a success.
 
8:30-8:45am: Welcoming Remarks
 
8:45-10:15am: Optimizing IT Consolidation Part 1: Best Practices and State Models
Summary:  Interagency meeting of state officials to discuss streamlining and integration of information technology systems, related to Executive Order 20 (2A) and Division 1 of Senate File 2088. The format will include 10-15 minute presentations from each panelist, followed by a moderated Q&A session with an emphasis on candid give-and-take between and among Iowa state officials and resource people.  The first part of the session will focus on national best practices and models from around the country.

10:30am-12:00pm: Optimizing IT Consolidation Part 2: Specific Implementation Challenges
Continued discussion between and among Iowa state officials and resource people. The second half of the conversation offers the opportunity to go into more detail about specific challenges and obstacles to implementation in Iowa and how best to address them.
 
12:00-1:00pm: Lunch will be provided 
 
1:00-2:45pm: Institutionalized Performance Reviews
Summary: Roundtable meeting of relevant agency and budget office staff to discuss implementing periodic efficiency reviews. Discussion will include feedback from multiple stakeholders and an examination of state best practices and models from other states.

3:00-4:30pm: Cross Cutting Efficiency Measures in Higher Education and Elsewhere
Summary: Roundtable meeting to discuss a range of cross-cutting cost savings initiatives. In particular, the discussion will look at ways that university systems can cut costs without compromising core program areas. Like the above, the format will be a moderated roundtable discussion with an emphasis on candid give-and-take between and among Iowa state officials and resource people.
